Why is the Leaning Tower of Pisa leaning?
Correct!
The Leaning Tower of Pisa stands on soft, highly compressible ground. As a result, the foundation did not settle evenly everywhere, and the tower began to lean during construction. To prevent collapse, it was later extensively stabilized. Between 1999 and 2001, engineers removed small amounts of soil under the higher north side of the foundation in a controlled manner, reducing the slope somewhat. By the way, the tower is not a defensive tower, but the bell tower of the Pisa Cathedral in the Piazza dei Miracoli.
The Leaning Tower of Pisa is leaning because its foundation gave way unevenly on soft ground.
